[Cable] Requisition number for transfer is Customer's responsibility?

I'm transferring to E-Box from Start and I figured the transfer would be smooth and not require anything from me except to provide info and pay the fees. Isn't E-Box able to get Start to send them the Req# when Start puts in for the cancellation instead of me having to remind myself to call Start on the cancellation day, get the Req # and then call E-Box to give them the number?
