[Cable] Thousands ARP requests on WAN interface

I just noticed a ton of ARP requests on the WAN interface of my router. This has been going on for the last 10 minutes. Did something happen? Are Videotron trying to DDoS their own network? Edit 2: I've also noticed I no longer have the same IP address. It changed over night.
