survey pop up page...scam?

Hi there, I've been receiving survey pop up page claiming to be ebox with ebox logos, etc. It stated that after completing the survey, you can select an item for free but you will need to pay for the mailing fee. Some items include, for example, face cream and protein powder. This seems like a scam and if so, how is it possible that it keeps popping up on my Chrome browser? I scanned my computer and it doesn't have any malware and my Chrome doesn't have any unfamiliar links saved in setting (ie. default search engine) which may prompt the pop up. Ideas?
